Applicable to the design, development, and deployment of artificial intelligence systems that may have a significant impact on individuals or society in Canada, focusing on supervising high-impact AI systems and related high-risk application scenarios.
3. The main content
- clarifies the classification criteria for high-impact AI systems, including systems involving individual rights, group interests, and bias risks.
- List the main types of risks, such as harm to individuals or groups, output bias, impact on fairness, etc., and propose risk mitigation measures.
- Establish an AI and Data Commissioner to oversee, enforce, and guide compliance.
- It emphasizes alignment with international standards such as the EU AI Act, OECD AI Principles, and the US NIST Risk Management Framework, and retains the flexible adjustment mechanism of regulations.
4. Implementation timeline
AIDA is expected to be officially implemented in about two years after Bill C-27 receives royal assent, including 6 months of public consultation, 12 months of draft development, 3 months of draft re-consultation, and 3 months of official entry into force.
